Update testing and linting setup

• Add a Makefile
• Use poetry for managing dev dependencies
• Lint with pylint, flake8, pydocstyle, mypy, isort, and black
• Use default black max line width (100)
• Switch to using github actions
• Reformat and fix linting issues
