This commit drops the ROCT-Thunk-Interface-export-hsaKmtGetAMDGPUDeviceHandle patch because that change has been made now, so isn't needed any longer (https://github.com/ROCm/ROCT-Thunk-Interface/blob/master/src/libhsakmt.ver). Also reworked the ROCR-Runtime-intree-build patch to work with the latest version. Manually ran the CI and it is working (https://github.com/nod-ai/TheRock/actions/runs/8781925546). Latest artifacts are under the https://github.com/nod-ai/TheRock/releases/tag/nightly-staging-20240422.66 release.
