Proposal: node-red-node-watson #3

The node-red-node-watson package provides Node-RED nodes for a variety of Watson AI services. These nodes are quite popular and are included / provisioned by the IBM Cloud Node-RED Starter Application. Soheel Chughtai @chughts has done a fantastic job maintaining these nodes but needs help.

Full list of node-red-node-watson nodes are posted at: https://flows.nodered.org/node/node-red-node-watson

The current nodes are hosted in Watson Developer Cloud GitHub repo. We will need to coordinate with them on how/if these nodes should be migrated. https://github.com/watson-developer-cloud/node-red-node-watson
