Purpose

Branch for some minor bug fixes. Going to leave this open until the end of the week and then merge. If anyone else wants to push any small changes via this branch, feel free.

Changes

• Fix circuitId property not being initialised for outputs produced by quantum-register node (d1aa64a4708e6ec6b030e94726aece492ac3d30d).
• Update dependencies to latest versions (a93472e3e42074fc0761fa29b61b61957676342c).
• Fix jobs automatically cancelling if any jobs fail a test (25e4c8b6241e1a01d1aa93d6063dd6982ea8ba96).
• Changed the flow of this not-gate test so that expected output is intuitive because m1 should come "before" m2 measurement node (194b9b3)
• Fixed this failing Pass qubit through gate failing test of multi-controlled-u-gate node and added test to check correct output (0ffbced)
• Add test files for portfolio-optimisation and histogram-simulator (361f3277c29a353259960c26c5593c3e2c4c3f28).
• Fix issue #126 (4f9cbb114e51fc227f9955aa7711c0301eb69dc4).
• Set CI Python version to 3.9.6. Latest version 3.9.7 seems to cause issues on Windows (7beca6599a9b821df2c77a1a1270e4e4557e0d37).

There seems to be an issue with using the new Python version 3.9.7 on Windows on the CI pipeline, so I've reverted it to 3.9.6. This is likely to do with some external problem with Qiskit, Python, or GitHub Actions.
