Check for README #12

CLI Tool doesn't check that package contains a README, flow library won't accept submission without but we should be checking for developers running local validation

We should also check the length of the README to make sure that its more than just a single line title. Need to do a little research on the average length of a readme in the flow library then pick the Nth percentile
