nodeschool-like approach to community-building #3

Hey,

I wanted to propose that we take a nodeschool-like approach to community building, where each chapter gets their own repo under the nodebots org, as well as establishing some guidelines to follow on a centralized repo that describes "how to put together a chapter".

In Buenos Aires we're currently in talks with @julianduque to jumpstart NodeBots BA, and it'd be great if we could leverage similar techniques as those we employed for NodeSchool BA.

+:100: It's super simple and seems to have been all that was needed to trigger a huge jump in meetups. Theres now about 60 nodeschools around the world.

Sounds great /sf, /nodebotsday, and /london are already here, but the big win here is the how to get started.
