Apart from Joyent's Node repo, where else could these issues belong?

It could be an npm issue. A lot of times node core gets stuff that is a request or socketio issue because they are so popular. Every now and again something that is a libuv or ssl, or other dependencies of node.

Issue creators frequently tie the problem to node right away
