Based on some rough googling from what I can tell you shouldn't need a CDL for personal use. Some states allow you to register the vehicle as an RV, not sure about Washington (where I'm assuming the bus will be bought and registered).
what if we want to carry passengers? still doesn't matter?

Is there a Delaware Corporation equivalent of vehicle registrations? Is there anywhere that makes more sense than other places for this to be registered?
I don't know? It may be easier to register the bus in a different state due to emissions, but I'd rather have the bus operate properly. :) ALSO! I think a vegetable oil conversion may be an awesome plan, as we might be able to get free fuel on the trip.

There are some counties in Utah that don't require emissions. Not positive on the required licensing to drive though. I think the CDL license is specifically for commercial driving where you're transporting merchandise/product/people for the purpose of business but IANAL or a CDL expert ¯(ツ)/¯
Need to check insurance and if CDLs are required. If so incorporate those into budget.
