[FEATURE] Update and simplify commonly used components in backbone

Is your feature request related to a problem? Please describe.

• There are several components borrowed from rwightman that could be updated.
  • Several codes are defined multiple times and could be defined in utils, such as SqueezeExcite, and InvertedResidualBlock layer.
  • There are several unused code.
  • rwightman have an interesting solution for different model implementation to be used for onnx and torchscript jit export, see more details here
  • use pretrained model of MobileNetV3 from rwightman, so then we could also use components from efficientnet.
