meta: remove the Evanglism WG #157

The Evangelism WG has moved to the Community Committee as per https://github.com/nodejs/CTC/issues/145 and https://github.com/nodejs/community-committee/issues/86. This PR removes the Evangelism WG from the list of WGs under the CTC.

LGTM assuming all the procedural i's have been dotted and t's crossed to make this happen.

To the best of my understanding, everything is complete. A request was made to the Evanglism WG, the CTC, and CommComm to make the move, and each group agreed.

I've read through the charters of CommComm and TSC charters, which the CTC inherits from, and there are no special procedures documented there for the actual chartering, dechartering, or moving process.

Thus, according to my understanding, all we need is consensus from the various groups. Please double check my understanding though!
