Is the "Individual Director" the same as the community chair?

No. This is just where they added @ashleygwilliams and my (prev @feross's) seats to the Board. This was done a long time ago. This PR just brings things up-to-date.

The Community Committee chair is a separate position.

Just to be explicit, the community chair is not a board position either. Technically the TSC is structured the same, but we have a single person holding the role of both TSC director (the board seat), and TSC chair, which is explicitly allowed in the by-laws.
