Access to z/OS machines for @IgorTodorovskiIBM #2497

Igor Todorovski (@IgorTodorovskiIBM) works at IBM on the z/OS port of Node.js (https://www.ibm.com/products/sdk-nodejs-compiler-zos). That team has started to upstream platform changes, starting with libuv (https://github.com/libuv/libuv/pull/3060) and have offered to assist with the setup of the z/OS CI machines (see https://github.com/nodejs/build/issues/2491 for the current set of issues). As such I would like to request giving him access to the z/OS CI machines as per: https://github.com/nodejs/build/blob/master/GOVERNANCE.md#special-access-requests

Does the scope and size of the need justify providing access.

z/OS has its own set of compilers and challenges (e.g. it uses EBCDIC instead of ASCII). Having people who deal with the platform on a daily basis available to troubleshoot issues on the machines would help resolve issues in a timely manner.

Consequences to the individual in case of mis-behaviour. For example, would they potentially lose their job if they were reported as mis-behaving to their employer? Would being banned from involvement in the Node.js community negatively affect them personally in some other way

He works at IBM in the z/OS group. Being banned would definitely have an impact.

Are there collaborators who work with the individual and can vouch for them.

I'll vouch for him.

Since there's been no objections in a week and this is easily reversible (i.e. remove the appropriate ssh keys) I'm going to go ahead an add the keys from https://github.com/IgorTodorovskiIBM.keys.
