Required updates to CommComm Charter to reflect OpenJS Foundation

Here's a PR that begins to address the required Charter changes. Most of this is a strawperson, more than happy to get feedback and tweak my changes as necessary.

Further context:

• Section 3:
  • I think this section is super important but is not able to be easily reconciled with the state of the OpenJS Foundation and CommComm's representation in the Foundation. I am not personally sure how to approach this section while retaining the intent, meaningfulness, and spirit it currently holds.
  • This needs to be resolved and is currently blocking this PR being presented to the CPC and/or Board.
• This PR removes all references to Individual Membership Director and Director roles, since they are invalid in the existing organizational structure.
  • CommComm membership will need to be updated to reflect this.
• Additional notes:
  • Fixed inconsistent whitespace
  • Removed references to Individual Membership Directors, since that is a role and membership class that does not currently exist in the OpenJS Foundation and the current plans for such a membership class would fall outside the scope of the Community Committee.

For Section 3, in the TSC charter update it was simply removed. I think we can just do the same here as there were no objections when the TSC charter was updated. I do think that role is important but in the current organization, it does not apply to a specific project. Instead, similar language may be applicable to the CPC.
