Required updates to CommComm Charter to reflect OpenJS Foundation #526

Here's a PR that begins to address the required Charter changes. Most of this is a strawperson, more than happy to get feedback and tweak my changes as necessary.

For Section 3, in the TSC charter update it was simply removed. I think we can just do the same here as there were no objections when the TSC charter was updated. I do think that role is important but in the current organization, it does not apply to a specific project. Instead, similar language may be applicable to the CPC.

This has gone through all the necessary review at the CPC level and in today's meeting it was asserted that it was approved. Thanks y'all 🎊
