Move Tracy to Emeritus #546

It's been quite the ride! Thanks for the time serving the Node.js project–through winning over hearts and minds of the value of community in Node.js, establishing CommComm, and helping guide folks through an intentional, projects-inclusive merge process to get to OpenJS, it's been an adventure.

I hope that I'll see y'all around in open source, but in the meantime, for the last year my work and life commitments have slowly but surely been moving away from being able to contribute at a level that CommComm, Node.js, and OpenJS deserve, so it's time for me to acknowledge it instead of looming absent.

Thank you Tracy for your years of contributions to Node.js, the Foundation, and the Community Committee. You've helped us find success in numerous ways both as an individual contributor and a member of leadership. We would not be where we are today without you ❤️
