Move dshaw to emeritus status #584

Due to major personal and professional changes in my life, I have to make the hard decision to step back from active involvement with the Node.js Community Committee. After my adventures with NodeSource helping bring Node.js into the Node.js Foundation, it has been wonderful to work with you all to build this committee. Helping with @nodejs/user-feedback and @nodejs/mentorship was amazing. I look forward to continuing to see you all out in the community. 💖✨

Going to merge this as we have majority approval and it's not something that I'd generally consider an optional merge since it has to do with stepping back from a personal place.
