Move Enterprise User Feedback to retired #592

as the user-feedback initiative it self was retired, and the Enterprise User Feedback was a sub-initiative of that, it should also be marked as retired.

In addition, as my time commitments have been growing over the past year, I am unable to commit to championing this initiative in the future.

Also, just to be clear, user-feedback has not been retired, it has been moved up to the openjs level. I still need to further flesh it out, but it exists: https://github.com/openjs-foundation/user-feedback 🎉
