Add Larson Carter (larson-carter) into the community committee #621

I'm wanting to join the community committee and work amongst all other amazing people.

Our current path to becoming a CommComm member is through doing work in the CommComm Initiatives. As far as I can see, you've not yet participated in any of our initiatives in an impactful and sustained way - totally happy to be wrong here, of course!

Generally, the framing we try to have with the committees in the Node.js project is that all the work we do is in Working Groups, Teams, and Initiatives - the TSC and CommComm are just meta admin bodies that do the overhead coordination work that has to be done. If you're interested in doing impactful CommComm work, I'd definitely recommend taking a look at our initiatives list and seeing which areas you could meaningfully help out - many of the initiatives need a lot of help right now ❤️
