feat(charter): introduce immediate and async votes #647

Discussed in today's meeting, figured we should match since it should be a relatively uncontroversial change that enhances the voting options available to the CommComm. Since https://github.com/nodejs/TSC/pull/919 would need to go to the OpenJS Foundation CPC, present CommComm members agreed it'd make sense to batch the changes with the TSC's changes so the CPC has less work to do and we can get such a change through faster.

As a note, we'll need @nodejs/community-committee's approval on this PR to actually ship it up.

I've unarchived this repo so I can close all PRs and issues before re-archiving.
