Add CoC, CONTRIBUTING.md, and Repo Accountability

[NOTE: Modeling this after @bnb's request to @nodejs/user-feedback when we started: user-feedback#4 ]

To bootstrap a new initiative, the following things need to land:

Code of Conduct
CONTRIBUTING.md - adding in a contributing guide for those contributing/interested in participating, even if it's a simple doc.
Accountability to CommComm - add a section marking accountability to the CommComm (an example can be found on the User Feedback README.md)
