feat: add all sections and REAMDEs #6

Adds multiple sections and READMEs for each of those sections.

A follow up that I want to get in before merging this is changing the contribution instructions to address this new limited structure. That will probably include moving them into their own file.

I've included an update to contributing instructions in this since it's relatively necessary. Going to merge this since those changes aren't particularly complex, and this has been open for 5 days.

If folks want to further dig into contributing instructions minutiae, I'm more than happy to do that in a separate issue/PR.
