Convert this WG to a team #26

This group was never officially chartered as a WG, and is more analogous to a team like nodejs/LTS. Side note: the CoC in the CONTRIBUTING guide is the project wide CoC, but is an outdated version. Removing it means that the latest version of the project wide CoC covers this team.
