chore: Update `LICENSE` and `NOTICE` #126

As per the Apache 2.0 docs, LICENSE should contain the actual Apache 2.0 license text so I added that.

The text that used to be in LICENSE has now moved to NOTICE and has been updated to include Copyright 2024 Node.js contributors while retaining the previous DataDog copyright.
