add straw proposal for proposal process doc #68

Here's a minimal doc to get conversation started about what else needs to be in it. Things that would be good to get (but that would likely require input from TSC members) would be:

Or, perhaps, it's best to leave that out for now and see how things go with a proposal or two, and then let that stuff take shape from that experience. (I'm not sure how many proposals this group is going to make. It might be a lot. Or it might not be.)

Not to get too meta, but this is probably something we want to put on the TSC repo and expand on at some point :) It's really the first attempt at a clear description of how to approach foundation wide processes.

Updated based on feedback from @mikeal. I'll also open a PR to include/move/expand this doc in the TSC repo.

Since this landed on the TSC repo (see https://github.com/nodejs/TSC/issues/25) I think this can be closed. Re-open if you think I'm in error on that...
