(from Beau: in the 6/7 meeting we talked about what this was: it's to define an issue template for use in either starting programs or making issues related to programs)

We chatted about this in today's meeting, and we've decided to go ahead and close this issue for the time being. The program initiative never quite took off, and the definition of a program itself is still kinda nebulous.
