i18n proof of concept changes #128

Hi, I just opened a PR which is another step towards trying to improve our i18n workflows. I used the cn localization as one of the examples. https://github.com/iojs/website/pull/276

Note: eventually, when this is merged, we will not have duplicate copies of the home.html in each localization (and index.md will be retired.)

I'm interested to hear your feedback or suggestions.

Thanks for the feedback. Feel free to +1 the direction over on the main PR -- iojs/website#276 -- as well, it'll help keep the discussion centralized.
