Transferring projects into pkgjs #582

I was in the CPC meeting and this issue about transferring thing into OpenJS projects.

Also there is this doc from node: https://github.com/nodejs/admin/blob/main/transfer-repo-into-the-org.md

I don't believe we have explicitly followed these when we have transfered things into pkgjs, but we might want to.

We discussed this on the meeting and agree the above link is the process. We want to be able to follow this guidance in a more automated way, which will being discussed separately (use lxf infra, build something, what?).
