chore: update Apline versions #49

Since 3.9 hit EOL last year, I figure I'd update the base https://alpinelinux.org/releases/. Alternate would be just to bump to 3.12, since it's the oldest supported version

Use latest alpine for headers/fetch jobs
Update docker-node keys for branch rename
use latest Alpine for Musl builder image

I don't have a good reference for what versions of musl are on what versions of Alpine, but I'm assuming that this is going to mean that the binaries will suddenly not work on anyone's Alpine deployments <3.15, and 3.15 is less than a month old at this stage. So maybe not the safest switch?

They don't have a crosswalk table of the deps that I know of, but looking through the release notes, it looks like 3.13 was when they changed to musl 1.2.
