19.8.0 build stuck #74

There was a regression in 19.8.0 being addressed by https://github.com/nodejs/node/pull/47104. Do we need to requeue 19.8.0 or can we wait for 19.8.1?

I think if there is a new one coming today because of a regression we could wait. Normally we try to layer them, but I think we've skipped some in the past.
