Add benchmarking WG survey output files #36

This PR adds the output files from the benchmarking WG survey.

The excel has been scrubbed of PII and can be used to perform custom analysis.

The PDF called "Perf_Benchmark_Survey_Summary_Report" is the standard summary output from SurveyMonkey, which provides a nice high-level overview.

The file "Perf_Bench_Survey_Supplemental" has a short methodology description and includes visualizations for some of the open text responses that are excluded from the standard Survey Monkey summary report.
