Adding code of conduct #14

Hi, just wanted to kick start the conversation back up again.

This CoC proposal isn't anything unique, it's main concern is with ensuring a safe space (here or at an event) for all. It's been heavily ~inspired~ appropriated from similar CoC's from other Nodeschool chapters, including Oakland and San Francisco.

Looking forward to any feedback/thoughts/merges 😅

I'm going to go ahead and merge this in as it's had plenty of time for feedback. Happy to pick up the thread if anyone wants to add/edit it in the future.
