Fix asset router sending too much ETH to WETHVault on top up #281

This logically would seem to fix the issue that Riley described here: https://github.com/riley-holterhus-audit/nodeset-constellation/pull/6#discussion_r1710296473

However, the liquidity reserve tests seem to break. Why did they pass before?
