Add nonce to whitelist signatures #301

Riley recommended we add nonces to all signatures to provide extra security in case of an OZ bug in signature generation (which has happened before). https://github.com/riley-holterhus-audit/nodeset-constellation/issues/19

All other sigs have this already, but the whitelist signatures still need this nonce.
