11 years ago I was struggling with this feature, but figured it out and it does work, if being a bit finicky. It is case sensitive, for one thing, and you have to load in the variables yourself, being very careful to match them EXACTLY, including case. Attached is an image using state as the variable, which didn't work with lower case letters, but did work with uppercase. There are hundreds of names in this list and I was able to select 2 of them using this feature. Hope this helps.
It seems like it is a half baked feature, but am not sure. Besides the fact that the url to the icon in "Customized Recipient" is broken, the window presents a list of conditions that seem not to work correctly. I could not get any recipient out of it.
Can you confirm whether the feature is supposed to work at this stage?
