[REQUEST] Allow users to address `Neo4jExtractor` from a Target #3

Is your feature request related to a problem? Please describe. Allow a user to pass a target name instead of DB config for Neo4jExtractor.

Describe the solution you'd like The only other option I can think of is to duplicate configuration.
