Martial Arts and Brawling #157

Found an issue where if you have martial arts at a tier above brawling, then brawling will no longer increase. Don't know if this was intended, but while fighting, neither skill will increase if martial arts is higher. Tested on two different characters. Not sure if there were other factors that messed with it.

Thanks for the heads up! I am no longer supporting this code, but FrostBurger may reuse the code for his mod.
