Adds weather command that displays the current weather conditions based on the user's location.

Fixed some things:

Added "author" label in command to contain your name
Ran scripts/build.py which automatically generates README.md and js/load-commands.js (which you did manually)

Changes have been made in Commit 2c8b8d4
