Explore message busses #5

Something like fedmsg (which noexc wants to set up at some point anyway) or some other simpler system would be nice. Websockets work for us for now, but a message bus would probably be simpler and websockets would just be a natural extension of it. It would probably be more reusable and allow more people to take advantage of the data we broadcast.

Closing this, as it's not a core mapview thing anymore (with the v3 rewrite). Easy enough to code as a separate package if we end up needing this.
