[Incident] Docker pull rate limit hit

[jon-nfc]

during a docker build action it failed due to hitting docker hub rate limits.

Details

this is the first time seeing this error.

restart job and it did complete. Unknown if this is going to continue.

Issue can be closed post #348 if the the problem doesn't re-occur
