The current topic management system has very little searching ability,
meaning that it is very difficult to find a topic you are looking for if
you have many topics.  The "Manage Topics" frame should support filtering
on the topic name, as is done in when tagging a passage, and it should also
support search over all of the passage comments to find passages with
certain comments.

We should possibly also support limiting a Bible search to those passages
tagged with a particular topic.

While it would be nice to have all of these issues fixed for 0.5, they are not 
critical to the 0.5 goals and so some of them may be deferred to after 0.5.
