Tag passage and comments dialog positions #85

The tag passage dialog and the user comments dialog will currently pop up
in the centre of the screen all of the time.  This means that they
frequently obscure the verses that you are making a comment about.  They
should instead try to appear above or below the reference in some way
(somewhat like tooltips) so that the reference is still visible.

While it would be nice to have all of these issues fixed for 0.5, they are not 
critical to the 0.5 goals and so some of them may be deferred to after 0.5.
