Data collector attaches to external MQTT broker. Enriches station data from static local CSV file

Strategy:

• generic MQTT data collector
• load CSV in transformer

Externalities:

• The MQTT broker has an IP filter

@rcavaliere I'm working on migrating this data collector (environment a22 AUGE_G4), but their MQTT broker seems to have an IP filter. Do you have a contact we could ask to whitelist our new IP address? The data collector is ready, but this is blocking it from going in testing

The MQTT data collector (not the transformer) is now in testing. Waiting for the IP block to be solved so we can connect to the MQTT broker
