As a Open Data Hub Developer I would like to add the geographic definitions of regions, Provinces, cities etc. to the database #272

BLOCKED: waiting the implementation of poligon filters in the content-api first

Currently neither Tourism nor Mobility domain have a proper register of the polygons of regions or comunes. Having these would be very useful to automatically tag data, or allow for queries using these regions.

I propose we write a single general data collector that can feed both tourism and mobility

By using data from here: https://www.istat.it/it/archivio/222527 and following this guide with shp2pgsql: https://postgis.net/workshops/postgis-intro/loading_data.html

I was able to load provinces and municipalities as a first PoC
