As a Open Data Hub Data Editor I want the possibiliy to add new publishers, to add information about .new applications that are consuming a specific record.

We need to extend the TAG component with the functionality that allows the data editors who has the rights to add new TAGs.

I would suggest to add in the configuration:

• the API link where the new TAGs has to be stored;
• the information if there is the possibility or not to add new TAGs.

The first use case will be the "published on" field, for this reason this issue will start only after the issue #317 will be closed.
