Bug Report Template

I created an issue that can be used as template to create a bug report.

• Device: e.g. Mobile/Desktop (if mobile please indicate alo the device you are using)
• Operating System: insert the Operating System you are using possibly including the version
• Browser: insert the Browser you are using possibly including the version
• Problem Description: Insert a short description of the problem you are facing and all the steps you did. the goal should be that the development team is able to replicate the problem simply by reading the information in the issue.
• Expected behaviour: Insert a short description of the expected behaviour you would like to have
• Screenshots: Insert screenshot that can help the team to better understand and replicate the problem

@sseppi given the bug report in issue #447 I'd like to push the discussion of this issue. It would be helpful to have a clear guidance for bug reports without the need for anyone to find a description on how to report bugs. That's also something that could be reused in other NOI projects.

One thing that I miss e.g. in bug report #447 is a clear URL to reproduce the problem. That could be an information that is requested in the bug template.

@sseppi again I want to push this issue. It would be helpful if all bug reports contain relevant description / data to reproduce the problem.
