Table datasets and wiki link #543

Hi @gappc as requested by @sseppi I changed the table of the datasets, the row "Open Data" now displays the sentence "All publicly (without a login) available data is either under license CC0 or CC-BY." and changed the links to the wiki in the nav and footer
