A Few Improvements to the Docs

To improve the documentation, we can:

[x] update the logo, which is currently an old version (probably the original one!)
[x] add a small extension to have external link open in a new tab (most of the content is being moved to the new Open Data Hub Portal)
[x] change some of the CSS colors (to match the mostly-white layout of the portal)
[x] add a favicon
