Update and improve howto for developers

• ~Move and update the documentation of [1] to the README of bdp-core~
• ~Remove [1] from RTD~
• ~Add a link in RTD to point to the new README chapter (I will open a PR for @stefanodavid, to discuss it before merging)~

~OLD TODOS~ ~Page [1] is a bit outdated and needs some change to be finalised.~ @Piiit, @bertolla can you check [1] to discuss the necessary updates (possibly even in a short dedicated meeting)?

~EDIT 20191129: According to the latest directions, this howto will be removed from this documentation, placed elsewhere, and replaced with a link to the new location.~

EDIT 20221011: The directions in the how to [1] are aoutdated, we will therefore mark it as deprecated and add links to the repo that are now used for setting up a workstation to work with Open Data Hub Data: https://github.com/noi-techpark/odh-infrastructure-v2 and https://github.com/noi-techpark/bdp-commns

@stefanodavid Yes, currently this is low-priority, because we do not have new external developers that would need such documentation, and already working developers have enough experience to work on internal things with this outdated documentation and some direct help.
