Add initial amarillo config #182

This PR adds initial configuration for an Amarillo instance to generate GTFS(-RT) from carpool data and include this in otp.

The docker-compose.yml declares the essential configuration.

Note that infrastructure docker-compose.run.yml and the generated .env file still need to be completed, i.e. some settings and the Graphhopper container need to be added.
