No `TimeZone` set in `FrameDefaults` #200

@leonardehrenfried I am checking this. If we can not include it natively in the NeTEx export we could think to add it to the XML according to the information provided. The reference timezone should be UTC+1 during solar time and UTC+2 during daylight saving time

We will add this part in the NeTEx export (FYI - automatic NeTEx export generation is enriched by an internal tool that we can further develop control)
