As a developer of the SCA tools, I want to have all tools dockerized for a faster onboarding of new developers and testers

For an easier onboarding of new developers and to reduce initial low friction time for new developers before they can be productive and for testers, such that, the can setup a local testing environment with docker without the need to install various 3rd party tools and to have to configure various aspects of the system
